What is the formulae for these? I set off some Winda Cat3 25m cones and there was silver sparks but no smoke at all. How's this done?

Smokeless cones are based on nitrocellulose, and since the combustion products are mainly gaseous there is very little smoke, compared to say a black powder based formulation where you have many solid combustion products like potassium carbonate. They will also contain varied grades of metal powders like Titanium and Aluminium for spark effects, but also to increase the combustion temperature inside the casing.

what NC would you use?
low nitrated stuff(ping pong balls?)
or the good stuff.

You could try a single-base smokeless powder.
