The effect is probably a bowtie as opposed to a warimono.

Very interesting footage. They seem to put them fuse down and then glue a cylinder on top. Anyone got any idea what this is? Comet? Lift?

Well, the cylinder actually goes on the bottom once all is loaded ready to fire (but then you knew that). And yes, you're right. The cylinder is for glueing in a rising comet.
