I just got some free nitrocellulose solid 12% what kind of uses does this stuff have

Disolve in acetone and use as a binder for stars.

Best use is for crackling microstars.

My favourite use is for bridgless e-matches, but waterproofing stuff e.g fuse with it is also good.

will this stuff increase the burn rate if used as a binder for stars

Maybe slightly, but probably not to a noticable extent. The stoichiometric ratio of oxidant and fuel(s), as well as the calorific value of the fuel, (e.g. compare dark aluminium flake to charcoal) are of more importance.
