I believe its just a bunch of angled slots for each string with the powder in the center, hence when its pulled it wraps around the core.

thats correct it holds the threads at set angles to the core of bp to wrap it evenly and consistently
I do not intend to tiptoe through life just to arrive at deaths door safely!

Yes.
The dye is part of the spindle assembly that rotates, it spins at the same speed that the threads go round. Otherwise it would all get tangled!
