I am very interested in making some though I don't know what's in them.
Also any advice on construction techniques would also be very useful!

Does anybody know what goes into the white coloured distress flares?

Hi, try this thread for some lance and flare comps - including a reasonable white flare:

These will work just bound with +5% dextrin and dampened slightly, packed in to a cardboard tube, allowed to dry for a couple of days, placed on the ground for ignition. I don't recommend trying to make a hand-held flare (pressed or resin cast in to a steel tube) to start off with as a misfire can cause them to explode
