I'm also pretty sure there a some Chinese sites with videos detailing their manufacture but I cannot find any right now. Searching REC.PYRO might bring a few up...
It's a pretty simple procedure though - the crackers are strung together by tying the paper fuses together.

I find Chinese cracker fuse rather time consuming and difficult to make.

I used the tutorial at Passfire:
Take a wooden board and wet the surface with a sponge.
Take a ~3/4" x [whatever length you decide] strip of paper and lay it on the wetted board and wet the strip of paper with sponge.
Lay a train of BP (corning dust or meal) in the middle of the paper all the way down.
Roll the paper like you would roll a strip of kraft around a dowel to make quickmatch pipe, except you roll wetted paper around a train of BP. This is about 10x harder.
Let dry.
I used some paper that came along as stuffing in a pair of shoes i bought. Passfire tells to use the same paper as coffee filtres, except a thinner version.
