It took me for ever to find a supplier for KClO4 because there are so many regulations on it now. I just hate it when stupid people get a hold of things and then ruin it for the rest of us who do it responsibly.
Oh, and I finally did watch that video this all stemmed from. He actually weighed all the chemicals in the same container, then removed some and added it back into its container! Then, he says he isn't going to the diapering method for mixing it, he will just shake it in its container....... I sense a Darwin award in his future.

Can you not see that this stupid behaviour is not acceptable, it's not "just a kid having fun", it's an ignorant person that is likely to cause real harm. And he is not the only one.
At no point did I claim that this behaviour was acceptable, whilst your intentions are good, it also isn't that necessary. Do you not think that reporting this activity might even have an adverse affect on chemical restrictions?
Do as you wish, I'll flag the comment, maybe even type him a nice letter but that is as far as I go.
EDIT: Oh, and you still wouldn't achieve your goal of imprisoning him. It just won't happen. Those reasons I suppied was why he won't be imprisioned.

No the legislation in place already is perfectly good enough. It won't change because of tw*ts like him at all. There is no need to change the statute and waste taxpayers money.Do you not think that reporting this activity might even have an adverse affect on chemical restrictions?

None of the reasons you cited are valid! To be honest it sounds like you were just flaming for the sake of it.Those reasons I suppied was why he won't be imprisioned.
Don't get me wrong, but a lot of people just do not realise the extent to which the statute is developed in the UK. Due to in part to the formation of the HSE, there are few dangerous activities that are not covered by some form of legislation. If the need arises and there is good evidence, the CPS can find something to prosecute on. You also have to bear in mind that the police are abstracted from the prosecution of suspects. The police duty is purely to uphold and enforce the law, not prosecute.

It is this type of behaviour that could eventually lead to outright banning of consumer fireworks.
Forget about your amateur pyrotechnics/rocketry hobbies- if idiots continue to abuse energetic materials unchallenged, I can foresee even tighter restrictions on chemicals currently available to individuals.
It is always the case that the brain-dead minority spoil things for the sensible majority.
