Will black powder ignite Titanium to give a similar effect as Ti flash salutes? I wanted to add some Ti to regular shells.

Yep, normally it will.

Except for the bright flash, yes.

Sounds like a safer way to make Ti salutes if it works. Adding a few grams of flash would probably turn up the volume and make it much less scary to build.

With regular black powder you can simply fold over a thick paper based (Read: Not craft/cardboard paper) tube and have a fuse going in through one folded end. Yes -- Titanium will work, and in fact may be the only one that will as I have used coarse steel/AL which while adding some light are barely visible at all when the item goes off.

I have yet to try magnesium with it although I'm sure it would be very bright and look quite pleasant.

I also have magnesium but it doesnt give the slight hang effect Ti does because the Mg I have is too small.

As everyone has said, yes. However it will naturally be a bit less bright and will not fly so far. One of the things I love about Ti is its ease of ignition, you can even mix it into willow stars and it will burn.
The monkey leaped off it's sunny perch and flew off into the night sky.

Additionally, depending on particle size, Mg gives sort of a soft crackling effect (well not crackling really, but sounds quite nice).
Try adding some cheap coarse Mg to the break charge of a shell :).
