I live in the netherlands and have no idea why they should handle simple metal powders as hazardous material.
I ordered 2,5 kg aluminiumpowder from tiranti and there were no extra shippingcosts,it seems labpak have a different policy, to bad.

Perhaps because the're highly flamable?

Almost all fine-dust of metals are considered highly flammable. In aluminium case – extremely fine particles – such as 2-8 micron – are also considered explosive.
I do not know why Tiranti do not charge Hazmat (hazard material) fee. The only thing I can see is that their aluminium is stabilized – which usually suggest epoxy coating or sort of insert layer on the surface of the particle.
In addition, what kind of steel powder did you order? Stainless Steel powder is in many cases poisonous. Zinc powder can react with water to ignite by itself – but I can’t remember there is a Hazmat fee on that – as the reaction is very slow (unless provoked).
