100g is not legal to store. In the interests of experimentation I believe that one can make less than 100g of pyro comp to test which as I understand would mean nothing more than loose comp on a hard surface outside far away from people and property. It would seem that it is not allowed to make a device or even ignite this in a tube or container as this could be an act of manufacture. It must be used as soon as it has been mixed and not kept at all.I would not recommend trying this with flash either as there might not be enough left of you to put in prison!

Just my interpretation

For everyone's information, the UKPS Documentation & Legislation committee are currently trying to get clarification of the "100g rule" from the HSE, but it might take a little while.
Trying to do something very beautiful but very dangerous very safely....

what i could find to read, looked more like there are plenty of rules for 0.1kg and higher and none for less. so the rule seems to have come around from reading inbetween the lines, if there not rules its not illegal. but thats on the one doc i read, and it wasnt the easiest thing to read and im no laywer. but as stated, im sure 100g of well confided flash powder could do alot of damage if someone had that intension. but saying that there were two classes of explosive that it didnt matter what amount was present its illegal without a licence, maybe flash misused can fall in one of these?

The current legislation has been discussed quite a few times on here, do a search and ye shall find. However I understand that MSER is quite dry and not overly plain to understand, so get yourself a copy of the MSER ACOP from the HSE bookstore for about £20 (Well worth every penny) and everything will become clearer although it may still leave you with a few small questions on definition.
Phew that was close.
