To my understanding for a consumer rocket to be classed as 1.4G it needs to have less the 20g of composition. Is that the total composition of the firework, or does that just refer to the weight of composition in the burst?

What is the limit for consumer fireworks that are 1.3G (or meshed so as to be classed as 1.4G) - is it 120g?

Likewise, does that allow for a 120g (or whatever it is) burst, or does that include the pyrotechnic composition in the motor?

(edit- addition) In what year did these laws come into force?
