If you're patient, it's not hard to make fuming nitric out of more commonly available things. It also will not attack LDPE for instance. Removing the red NO2 can be accomplished without further distillation, although it does get more dilute in the process. It still stays above 95% with is good for most things though. There really is no need for high conc nitric for gold refining anyway.

Precious metal recycling clearly has much appeal! I'd like a few kilos of gold/silver/platinum/palladium just waiting for the market to rise!
However there will be other things there also lead and tin from solder and all sorts of semiconductor metals from the chips including gallium and arsenic. Then you will have all the remaining solids such as the degraded epoxies and the copper and pcb substrate.
Should you come across a chip filled with beryllium oxide then you have further big hazards to continue with.
PCBs are only "waste" because the recycling is difficult (ie not profitable in industry!)

On the forum they have all kind of recipes for gold/platinum reclamation. Generally speaking, the best gold source is eventually real gold, if you can get it cheap enough and then purify it to 24k, increasing it's value.
Scrap gold is said to be the most abundant on "fingers" (the contacts strip from gold plated PC cards), old processors as you already said and gold plated stuff like boards, connectors, etc.

Here in Sweden only hydrochloric is free to buy for a private citizen. You need a County Board permit to get hold of useful sulfuric and nitric, unless you know someone in the business. Fumic is absolutely impossible to get as a private citizen.

As had been said already, there are a number of lab chemical suppliers online who will supply chemical reagents even to domestic addresses.
You can get shipping at not too unreasonable charges so long as the quantities fall within the Limited Quantity exemption for ADR.
However they are likely to question your uses and may even telephone you to double check.
If you can satisfy them that you are a competent individual performing chemistry work then I would imagine you would have no problems
obtaining what you need.
Here's a hint though, stay a long way from Sigma-Aldrich.
Last year a guy attempted to order a few chems through them who felt concerned about the nature of what he was ordering and promptly tipped off the police.
I believe he had a visit from RN Bomb Disposal back up by a couple of armed response units.
The guy was just a hapless and not very good pyro enthusiast and ended up having to answer all sorts of embarassing questions.
IIRC he didn't get prosecuted but got a stiffly worded warning about his future conduct.
