The only current route to possession of cat4 fireworks, is to convince a professional firework supplier that you have training, experience, insurance and a licensed(MSER) store. Most times you have to show the certificates to become approved, other times a faxed copy may be acceptable.
Jumping the right hoops first brings insurance down to a realistic price (though still not cheap!)
I currently think personally that the regs are fair, I don't say I wouldn't like them different, but the status quo is satisfactory. The EU Pyro Directive will come in soon let's see what changes that makes.

Its simple really, the government dont do U-turns so the shell ban stays, hard but true.
