When ready to use I just line them up with the centre of the tube and push them in with a dowel. If needed though they can be pushed through a spare tube to pre-bend them to shape, but this isn't really neccessary for most things.
For small discs though you may want to get a hollow punch set, those along with the circle cutters can be had fairly cheaply from ebay, or more expensively from hobby/tool shops.

I have some al pipe (quite thicked walled) with the end ground to make them sharp. I just hammer them into thick cardboard, it kind works
This kind of home made tool can be bought in any hardware store, and at any size up to about 30mm.

I would like to say, I do not encourage the rest of the article.
I will give this a try,i like the idea of forming them wet as it should make things much easier.
As you said Vic,i would not encourage the rest of the article especially the chlorate,sulphur flash comp!

Wish I could find a punch or punch/die set that would fit my arbor press. When you've lots of thick discs to make the hammer + punch method is very tiresome

My self I punched out card board disks out of 4mm card board, and this went well.
You need to have a sharp punch and a bit heavy fist hammer to get this done easy.

You will have to break out the lathe and knock yourself some tooling up, shouldn't take you to long

Keep mannequins and watermelons away from fireworks..they always get hurt..
