If you still have all the e-mails and responses, I would personally put a letter together explaining what has happened and send it off to the likes of PGI / Passfire etc with all the relevant e-mail correspondence.
Word travels very quickly when it comes to unscrupulous dealers like this and as PGI list them as a supplier I am sure they would not like there members running into the same issues you have encountered.
Even in the event that they have shipped the goods you ordered, they should show some interest in trying to resolve the issue and not adopt the attitude that "oh well, we have your money and we posted it so it is no longer our issue".. maybe someone needs to explain the phrase "Customer Service".
I have seen various postings around the forums and web sites that show that this is not a once off incident but more a common trend. The pyro industry is a close industry and word travels quickly so I am sure this dealer will soon find sales will dwindle and they may have to find alternate ideas as to what they should use there web space for.

I have had succes ordering from firefox, as far as getting my materials goes.
I have also encountered their less than courtious customer service.
As far as ordering, its up to you if you want to risk it. My expirence is only from the US. I was going to order those same shells but all they have plastic wise are shells with an 1/8" fuse hole for the 3"ers, I pefer the 1/4" timed.

What you have isn't really 'gunpowder' (the pyro term is actually 'Blackpowder'), it would be called 'meal' powder, and probably not very useful at that. You will have no luck whatsoever if you plan to launch a shell or even make a rocket motor from that. There is a probability it won't even be good enough for use in fuse.
