Got mine from the Firework Warehouse but they also appear to have none left, they have something by Cube which looks similar called Radiation Outburst.
Galactic Fireworks had The Wall last year, e-mail them and see if they still do, mention this forum aswell...

Theres a papershop not far from me that stocks a display case of 1.3G every year and I always wonder how.

This is my understanding, but I am not an expert.
I think it can be as simple as registering (ie paying) with the local authority, usually trading standards, sometines Trumpton.
There can be a max of 12.5 Kg NEC (probably at least 50 Kg gross) per cabinet and up to 25Kg HT3 on the premises even with no separation distance, more if they can maintain separation distances.
Even a tiny shop (<20M2) can have 12.5 Kg in a cabinet(s) within the shop area.
Just need to comply with fairly common sense rules concerning flammable materials, access to fireworks, 'actions on' plans etc.
There is 1.3 material which falls into categories 2, 3 and 4. The public can buy 1.3 cats 2 and 3.
