It's usually a problem for small users to buy the huge numbers that Stells and other tube winders want as a small order! However some people already buy by the million from some tube winders and get decent quantity pricing. SO Perhaps a look on ebay or the web links on the forum for shops will get you reasonable prices for reasonable bulk.
Realistically there is NO value in trying to buy a few hundred tubes and paying close to retail price when several wholesalers will sell to you in good quantity at fair prices.

You may be surprised at how low the volumes they will go while retaining decent prices.
I buy postal tubes 2000 at a time from Essex (2 pallets and some) at about £700 if I was to double my order I would save about £10 a thousand and if I halfed it I would lose about £10 per thousand.
Maybe stell would be a little different, but I doubt it. Spend about £500 and you should get a decent deal, but yes don't expect to buy £50 worth as they would not bother to set up the machine.
