That KNO3 is free flowing (most likly from chempack, which is only 98%). Pure, taken as 99.997% (the stuff i had) cakes into hard lumps that are not free flowing. Calling anything 100% pure is silly anyway.

BTW i would also like to say the fuse is set at the price it is for a few reasons:
I dont have enough by far to sell it at any cheaper price as i wouldn't have anything left for myself and its not exactly easy to get hold of.
I dont have a job so i get no income, so the only way for me to advance in pyrotechnics is to make money, and i have managed by selling the fuse and chemicals.
If i sold the fuse for say 50p a metre everyone i sold it to would buy a hell of a lot more than they are currently buying, this would result in the UK being full of illegal visco fuse.
And finally by setting a high price this will make almost certain that only people who NEED it (for special applications in pyro, rather than your average small fountain) will be using it, and it wont be wasted.

I was under the impression that the actual fuse was perfectly legal, it only depends on the use to make it illegal.would result in the UK being full of illegal visco fuse

They probably consider the fuse as a 'device'.
