What drawing/Art programs do you use? I hae tried doing a few things in Paint / Photoshop, buth they only seem to allow me to do things either in the horizontal/vertical not at angles.

any thoughts/ideas?

What is the intended output in the end? Are you exporting it as an image, or is it going to be printed?

Programs like Publisher and the Open Office equivalent allow you to freeform rotate at any angle, and are useful if you are wanting to print, but not so good if you want export it as another image.
You can never have a long enough fuse...

at this stage the answer could be yes to both questions! looking at trying to produce an something that could be output as an image/printed or used as a letterghead type loge or on a website.

GIMP - no not you!
I don't know if it will do what you want but it's free.
My daughter uses it despite having both photoshop and Illustrator.
