You don't need a ballmill to make core burners. A coffee mill is all that's needed to grind the KNO3 fine enough. I make my 18mm ID coreburners with a comp that is simply sieved through a 100 mesh screen a few times.

The details.

ID 18mm

Length 100mm

choke 8mm running 3/4 internal length.

Comp

68% Kno3 (coffee milled)

14% Sulphur

18% Charcoal

Needs ramming very well. Good heavy mallet. Clay choke. Card cases may need support to prevent splitting or shuttering.

Ram either outside on a solid concrete base (i.e concrete beneath your rocket spindle) or use 3 x 4 Pine end on cable tied to bench leg as ramming post. It's no good using a bench to ram on unless it is very solid as they bonce and take a lot of energy from the ramming process.

DO NOT ram metals around the spindle.

Have a great 5th :)

not 1 pound rockets, a shorter tube like you have should cope with a faster fuel ive seen 75/15/10 milled and spiked with 25% whistle in 1 pounders lift over 500g headers, it can be done but i would step it up slowly bit by bit.

my mill is nothing special but i recommend aquiring a 1/4-1/2 hp motor and building around it as soon as funds allow i will follow this route, plenty of good ideas on apc.

dan.
