I think it is probably for the best to call time on this particular thread. Experimentation with firearms and primary explosives is not something UKPS would advise, and as others point out, it may easily lead to a less than optimal outcome. There does seem to be a bit of a misconception too that explosives legislation is a terrible burden, and that everything is a case of poacher versus game keeper. In my experience, legislators have been receptive to our approaches, and did not take a negative or unconstructive view of what we were hoping to clarify or achieve. There are a lot of wise contributors to the forum, and I think most of the advice in this thread is sound. If you have a legitimate need for percussion caps, then you will be in a position to obtain them - so why risk making them? Simples.
The moral of the story is, that, "they" are not out to get "us", and we, are in fact, making good progress with "them".
