Plastic Igniter Cord

Not sure if this topic has been covered before but does anyone know of any suppliers that still sell plastic igiter cord (PIC) , I currently have a roll of brown fast burning cord but it is not safe enough for the hand lighting of shells and I am in search of the slower burning yellow PIC that ICI used to produce, I know that they no longer produce it and wondered if there are any alternatives.
Division E Storage

I would like to know who controls the distances for division E licencing. The answer should be the fire service, HSE or the local authorities, however I do not feel that these professional bodies do their job in the correct manner as I know for a display company local to where I live who have a division E licence that does not comply to the required distances.
The initial siting of their magazine appears to be the corect distance from the warehouse, 110m but the second magazine is situated just 2 feet for the first and not the statutory 110m. The local HSE was informed but to my knowledge have never acted.
Can anyone tell me if these distances are strictly upheld or are they just figures on a bit of paper, if the local authority and HSE are not acting on this then who else should be contacted? otherwise there may be another Enschede.
By the way did I forget to mention that the warehouse contains 10 tonnes of
cat 3 and is adjoining to a car restoration workshop which uses welding equipment on a daily basis?
