it looks like a waterplume will remain a mystery all i get is a loud click or crack followed by a gas and smoke bubble.
I believe you are placing your charges to deep, a water-plume is best done by placing a charge ½ meter under the surface or using a larger charge off course. I have heard that many utilise zink/sulphur propellant placed in a steel mortar standing on the bottom of the pond or lake or ...
