As far as I can see, the laws for making 1.1G shells are much the same as those for making 1.3G shells. There may be additional storage costs depending on your existing facilities but road transport within the UK under ADR is still quite feasible. Whether your insurer agrees is another matter.
Our Illuminate Consult Cat 4 course detailed 20 different legislative acts just for fireworks operators. It's a mish-mash of legislation that never quite agrees. Several companies I know of have stopped using 1.1G for 'commercial reasons' and only do 1.3. I'd be very interested to hear the detailed reasons behind this.
